FBR's Crackdown Widens: 60,000 Jewelers Under the Scanner — What It Means for Gold Buyers

PPI News Agency reports that the FBR has identified some 60,000 jewelers nationwide, with only 21,000 registered and barely 10,524 filing returns. Here is what the widening crackdown means for you as a gold buyer — and how to keep your own purchases clean.

The News: 60,000 Jewelers on FBR's Radar

On 20 October 2026, PPI News Agency reported that Pakistan's Federal Board of Revenue (FBR) has identified approximately 60,000 jewelers across the country — but only 21,000 of them are registered with the tax authority, and a mere 10,524 of those registered have filed their tax returns.

Who Is in the First Wave

The initial phase reportedly targets 900 jewelers in major Punjab cities — Lahore, Rawalpindi, Faisalabad and Multan — whose declared earnings appear inconsistent with their business activities and lifestyles. Notices demanding clarification are being issued to those suspected of underpaying taxes.

The crackdown is not limited to jewelers. The FBR is also scrutinizing nearly 100,000 affluent individuals, including people who host extravagant weddings but remain non-filers. The agency has compiled data from social media on luxury assets — mansions, high-end vehicles and jewellery — and says it will require those flagged to disclose the origins of their wealth.

What This Means for You as a Buyer

For honest buyers, this is arguably good news. A documented trade generally means fairer pricing, genuine karat, and proper receipts — the things that protect you when you later sell or exchange the piece.

Buying from undocumented sellers, on the other hand, carries real risks: no proper receipt, possibly overstated karat, and no clean record when you need to prove the purchase — which matters more than ever now that the FBR is comparing this year's returns with last year's.

Five Things to Check Before You Buy

• Ask for a written receipt that shows the weight, karat, gold value and making charges separately — never accept a single lump-sum figure.

• Check the karat stamp on the piece (for example, 916 for 22K). If anything looks off, get the item assay-tested before you pay.

• Ask whether the shop is registered and keeps documented sales. A documented shop generally keeps cleaner records.

• Confirm the day's sarafa board rate before the bill is made — rates move daily, and knowing the benchmark keeps the quote honest.

• Keep your receipts and payment records safe, especially for large purchases. In a scrutiny wave, paperwork is your best friend.

The Social-Media Warning

The FBR says it has compiled data on individuals exhibiting luxury assets on social media, and even wedding attire costing up to USD 20,000 can trigger an investigation. Legal proceedings are planned where declared income does not align with apparent spending.

The practical lesson: keep your gold purchases documented, and think twice before flaunting lavish jewellery online that you cannot account for on paper.

Today's Rate Check

The All Pakistan Sarafa Gems and Jewellers Association quoted 24-karat gold at Rs 439,036 per tola on 19 October, with 10 grams at Rs 376,402, and international gold steady at $4,165 per ounce. Silver moved up by Rs 59 to Rs 6,234 per tola. Rate disclaimer: gold prices change daily with international markets and the rupee. These figures were verified on the morning of publication; always confirm the current rate — aaj ka rate check karein — before you buy or sell.
